California to Cap Global Warming Emissions

California pact to far exceed national initiatives on global warming emission caps

If the current agreement by Gov. Schwarzenegger gets the lawmakers’ approval, the new bill would make California the first state to impose a limit on all greenhouse gas emissions, including those from vehicle and industrial plants.  All utility plants, oil and gas refineries, and cement kilns would have to reduce their emissions by 25% by 2020. 

The bill seems likely to pass California’s Democrat-controlled legislature, which would make the state a literal trend setter for capping global warming emissions. 

Kudos to the Environmental Defense Organization for helping shape this historic legislation.
