         <Description>&lt;font size="2"&gt;Americas Climate Security Act, aka the Boxer-Lieberman-Warner bill, recently died after it failed to get the 60 votes necessary to pass. The bill specified carbon dioxide regulations (cap on emissions) and a system of carbon trading for U.S. companies.&lt;br /&gt;&lt;br /&gt;In an interesting and thought provoking article (published June 19..see link below), Joseph Romm from the Center for American Progress, makes the case that the development and deployment of clean technologies is the only way we can reduce green house gas emissions significantly. What could happen if we dont? Romm says, &amp;quot;The extinction of most species, the desertification of one-third of the planet, and a return to temperatures not seen since the Earth was ice-free.&amp;quot; This of course, wouldn't happen for some time - but its a scary enough assertion to make you stand up and take notice. The message? We're on a perilous path, and we''re doing it to ourselves.&lt;br /&gt;&lt;br /&gt;He goes on to say that carbon trading in Europe isn't really working because they are still building coal-fired plants in Italy, Great Britain, The Czech Republic and Germany. This is a great point - how will this development serve the bigger picture? Not too well.&lt;br /&gt;&lt;br /&gt;What we really need - and I agree - is a prohibition on new traditional coal-fired plants and the use of low-carbon technologies for all new power development. What else will get us there? Smart strategies for technology deployment, the wide use of environmental software, tax credits, loan guarantees or other incentives for low-carbon technology, a low carbon fuel standard, higher fuel economy in automobiles, and other aggressive strategies.&lt;br /&gt;&lt;br /&gt;Will these things cost time and money? Yes. Is it the right thing to do for future generations? Yes. It's time we put together an achievable, but aggressive plan of action. We then need to execute it with a fervor unprecendented in human history.&lt;br /&gt;&lt;/font&gt;&lt;br /&gt;</Description>

         <Name>Regulating Greenhouse-Gas Emissions: No one in Washington Wants to Assume a Leadership Role</Name>

         <Description>&lt;p&gt;The latest environmental news out of Washington is exactly the reason why most Americans are frustrated with government. &lt;br /&gt;&lt;/p&gt;&lt;p&gt;And whether you&amp;rsquo;re a Democrat, Republican or Independent &amp;ndash; it really doesn&amp;rsquo;t matter. The Greenhouse Gas Problem isn&amp;rsquo;t a partisan issue &amp;ndash; it&amp;rsquo;s a milestone event in the history of mankind that requires immediate action. All one has to do is get behind a polluting car that&amp;rsquo;s emitting who knows what out of their tailpipe to understand that this stuff is unhealthy. And that&amp;rsquo;s just the beginning. So what happened in Washington this week? The Bush administration says it &lt;b&gt;can&amp;rsquo;t &lt;/b&gt;regulate greenhouse-gas emissions &amp;mdash; &amp;ldquo;but somebody else is welcome to try.&amp;rdquo; Wow, how&amp;rsquo;s that for leadership? Unbelievable.&lt;/p&gt;
&lt;p&gt;Who else isn&amp;rsquo;t stepping up to the plate? Congress and the EPA.&lt;/p&gt;
&lt;p&gt;In 2007, the Supreme Court ordered the EPA to determine how to regulate GHG emissions under the existing Clean Air Act. So, the EPA went to work. This week, Stephen Johnson of the EPA released the agency&amp;rsquo;s 1,000-plus page report on how best to tackle GHG emissions. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Mr. Johnson told reporters that the Clean Air Act is &amp;ldquo;ill-suited for the task of regulating greenhouse-gas emissions and that it would take decades, with a convoluted set of regulations&amp;hellip;if the U.S. is serious [about tackling GHG emissions] the Clean Air Act is the wrong tool for the job.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;They think Congress should take it on. The EPA boss said Congress must draft comprehensive legislation that avoids the regulatory and litigation pitfalls of trying to regulate greenhouse-gas emissions on a case-by-case basis from within the EPA.&lt;/p&gt;
&lt;p&gt;The White House had strong disagreement with many of the legal, analytical, economic, science and policy interpretations in the draft. &amp;nbsp;Friday, a federal court struck down a signature piece of the Bush administration&amp;rsquo;s environmental policy&amp;mdash;a requirement for power plants to cut emissions of pollutants like sulfur-dioxide and nitrogen-dioxide. Power companies had sued to overturn the law.&lt;/p&gt;
&lt;p&gt;The EPA thinks it would face the same fate if it tried to regulate GHG emissions. Perhaps it&amp;rsquo;s going to take a few courageous and sensible judges, along with a handful of brave leaders to start moving the GHG and global warming agenda forward. But don&amp;rsquo;t count on it &amp;ndash; at least for now.&lt;/p&gt;
&lt;p&gt;Unfortunately as Washington passes the Greenhouse Gas Hot Potato, we all sit and wait. The tax dollars that we all contributed to help fix the problems that affect everyone go to things outside the nation&amp;rsquo;s borders. Looks like it&amp;rsquo;s going to take a concerted effort on the part of the private sector to take leadership and responsibility for greenhouse gas. Perhaps if every company was required to use environmental compliance software, they could see just how much they were emitting &amp;ndash; and how much they could save by transitioning to alternative energy sources. It really is&amp;hellip;just a matter of time.&lt;/p&gt;</Description>

         <Name>Al Gore Calls for Big Changes – A Zero Carbon Society</Name>

         <Description>&lt;p style="font-family: tahoma,arial,helvetica,sans-serif;"&gt;&lt;font size="2"&gt;Al Gore gave a speech last week that created big headlines. Why? He called for a renewable-energy revolution&amp;mdash;a &amp;ldquo;zero carbon&amp;rdquo; electricity system by 2018. Bold? Yes. Achievable? It&amp;rsquo;s going to be very tough. The American Enterprise Institute criticized the plan as being technically and practically impossible. Shifting from old energy to clean energy would be &amp;ldquo;an ecological disaster,&amp;rdquo; the Huffington Post said, since it would do nothing to change America&amp;rsquo;s appetite for energy and conspicuous consumption.&lt;/font&gt;&lt;/p&gt;
&lt;p style="font-family: tahoma,arial,helvetica,sans-serif;"&gt;&lt;font size="2"&gt;I applaud Mr. Gore for his ambitious remarks. If we look back in history, what other similar types of statements could we point to? Well, let&amp;rsquo;s see, there was President Kennedy expressing his desire to see a man land on the moon before the 1960&amp;rsquo;s were out. We can check that one off the list. Oh, and then there was President Reagan in the 1980&amp;rsquo;s demanding the USSR to &amp;ldquo;tear down this wall&amp;rdquo;, referring to the Berlin Wall of course. What happened a few years later? That&amp;rsquo;s right, the wall came down.&amp;nbsp;Of course, greenhouse gasses and climate change are very different animals &amp;ndash; and extremely complex. But, think about it - all human achievement is really based on two things: the perspiration&amp;hellip;.and the inspiration. That&amp;rsquo;s where Mr. Gore comes in. We NEED leadership on this issue.&lt;/font&gt;&lt;/p&gt;
&lt;p style="font-family: tahoma,arial,helvetica,sans-serif;"&gt;&lt;font size="2"&gt;But, of course, we need to be cautious as we move forward. This notion of course comes from the biofuel issue, which so far has proven that a new source of energy can bring unanticipated consequences. A plan needs to be in place. The Renewable electricity effort is too important not to have everyone moving in the same direction, with a sound strategy.&lt;/font&gt;&lt;/p&gt;
&lt;p style="font-family: tahoma,arial,helvetica,sans-serif;"&gt;&lt;font size="2"&gt;What&amp;rsquo;s the problem with renewable energy in the U.S. up to this point? The regulatory issues&amp;mdash;Congress renews subsidies for a year or two at a time, and hasn&amp;rsquo;t yet this year. The alternative energy industry doesn&amp;rsquo;t like that; it slows down investment and makes them question government support. So, that needs to be addressed.&lt;/font&gt;&lt;/p&gt;
&lt;p style="font-family: tahoma,arial,helvetica,sans-serif;"&gt;&lt;font size="2"&gt;The point here is that someone is providing leadership on this issue. His name is Al Gore: An unlikely name for any leadership post ten years ago, but now the only person who is saying what needs to be said and providing a vision for the future of greenhouse gas &amp;nbsp;management and climate change. There will, of course, be practical and political problems along the way, but for any progress to occur, it&amp;rsquo;s critically important to put the goal out there in order to get people to think about it.&lt;/font&gt;&lt;/p&gt;</Description>

         <Description>&lt;p&gt;&lt;font size="2"&gt;In our quest to reduce global warming we need to ensure our drinking water remains safe. The EPA agrees. In its first regulations on the burial of carbon dioxide underground, the EPA last week announced measures to protect drinking water from the gas behind the bubbles in carbonated beverages. The fledgling technology, known as carbon sequestration, is critical to reducing carbon dioxide released into the air from coal-fired power plants, one of the country&amp;rsquo;s largest sources of the greenhouse gas.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;&amp;ldquo;This rule paves the way for technologies that will protect public health and reduce the effects of climate change,&amp;rdquo; said Benjamin Grumbles, an assistant administrator in the agency&amp;rsquo;s water office.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;The proposal includes a new category of injection wells solely for carbon dioxide storage, and creates extensive siting, testing and monitoring requirements to prevent leaks. The EPA already regulates injection wells used to boost oil production and dispose of hazardous and non-hazardous waste.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;Carbon dioxide can turn water slightly acidic at high levels. This in turn leaches toxic heavy metals and other contaminants out of the surrounding rock and into water supplies, according to scientists. Injecting carbon dioxide underground can also push other pollutants, such as saltwater, into underground aquifers.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;To date, the bulk of carbon dioxide being injected underground has been done to enhance oil production. But if coal-fired power plants begin embracing carbon sequestration technology, more of the carbon dioxide that come from smokestacks is expected to be entombed in microscopic spaces in underground rock. That could be a positive development.&lt;/font&gt;&lt;/p&gt;</Description>

         <Summary>Why is the EPA being Sued?</Summary>
         <Description>&lt;p&gt;Ever heard of taking a government agency to court for not doing its job? It&amp;rsquo;s happening. &amp;nbsp;It appears some high profile conservation groups and state attorneys general will be suing the &lt;a href="http://www.epa.gov/"&gt;U.S. Environmental Protection Agency's&lt;/a&gt; for their failure to address global warming pollution from ocean-going ships and aircraft.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Eight state and local jurisdictions will also sue the EPA for unreasonable delay. The filers included the states of California, Connecticut, New Jersey, Oregon, the City of New York, the South Coast Air Quality Management District, California Air Resources Board and the Pennsylvania Department of Environmental Protection.&lt;/p&gt;
&lt;p&gt;What&amp;rsquo;s the history behind these recent actions? The coalition filed petitions to the EPA in late 2007, requesting that it determine whether greenhouse gas emissions from marine vessels and aircraft endanger public health and welfare. They requested that the EPA issue regulations to address these issues and gave them 6 months to do. They never received anything.&lt;/p&gt;
&lt;p&gt;Instead, the EPA issued an &amp;quot;Advanced Notice of Proposed Rulemaking&amp;quot; (ANPR) on July 11, 2008 which only helps in gathering comments from other government agencies on the subject of regulating greenhouse gas emissions, reviewing provisions of the Clean Air Act, and raising numerous issues regarding potential regulations.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Kassie Siegel, Climate Program Director for the &lt;a href="http://www.biologicaldiversity.org/"&gt;Center for Biological Diversity&lt;/a&gt; said,&amp;quot;Regulating greenhouse pollution from ships and aircraft under the Clean Air Act is a necessary first step towards solving the climate crisis.&amp;quot;&lt;/p&gt;
&lt;p&gt;In my opinion, this simply confirms what we have been thinking all along: no leadership from the federal government in this area. &amp;nbsp;It is almost common knowledge that shipping and aviation emit high levels of carbon dioxide emissions around the world and contribute to global warming. The fact that the EPA is being sued in this manner is embarrassing, as an American.&amp;nbsp;It now seems that the future of the green movement and our quest towards a sustainable future rests in the hands of private citizens and other organizations.&lt;/p&gt;</Description>

This is a tough one &amp;ndash; perhaps one of the toughest we have ever faced. When we look at the landscape and the issues, what do we see? Who are the players and who can make the most impact at solving the problem? Without question, one of those key players are lending institutions. The question is this: Are they still financing old energy? The answer is yes.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;Some U.S. banks like Citigroup, J.P. Morgan and Morgan Stanley however are making more environmentally-friendly lending decisions. Others, like Bank of America, are putting their own price-tag on carbon emissions even before Congress does.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;Surprisingly, foreign banks like the Royal Bank of Scotland, Barclays, and HSBC aren&amp;rsquo;t being as proactive. Reports indicate they have financed more than $30 billion into the coal industry in the last two years.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;But what responsibility do banks really have? I think they have a great deal of responsibility. Whoever holds the money always does. It&amp;rsquo;s been that way forever. And most people would agree. Twenty years ago, Barclays bank faced boycotts because of its financial involvement in apartheid-era South Africa. Eventually, banks that finance polluters could see the same public reaction &amp;ndash; it doesn&amp;rsquo;t take a lot to start a revolution.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;Of course, most banks are independent businesses and have to be able to turn a profit and please stockholders. This is true, but, the rules of business are changing. All businesses are now going to be held to greater scrutiny when it comes to global warming and its effects.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size="2"&gt;In order to reduce emissions and greenhouse gases, we need to go &amp;ldquo;upstream,&amp;rdquo; to the oil companies, power plants and others who produce fossil fuels. Banks, indirectly, are on that list.&lt;/font&gt;&lt;/p&gt;</Description>
